Belgium waits to here the French and Russian views, but the way this conference is going bilateral trade agreements may be the best, one has already been offered to Britain; Belgium will also offer one to Italy and Spain.

"Ehh... non... France will pursue a path of bilateral agreements with other nations, under the principle of protecting the national interest. For now, we must decline the offer at hand."
