Czar Nicholas has seen fit to replace His Imperial Majesties own Chancellery with a new body of offices and organisations intended to better manage the Empire and more efficiently enact the will of the Czar.
The power of the Czar will be formerly established through the creation of the 'Imperial Offices of the Czar':
- The Imperial Office - This body will include ministers of government and commanders of the Army and Navy, it will act as a cabinet brought together on a regular basis to inform the Czar and enact his policies.
- The Central Office - This will be the personal staff of the Czar, responsible for his personal correspondence and activities.
This body will be headed by the Chief of the Czars Household.
– The establishment of Imperial Offices:
The Imperial Offices include the following Departments of State:
War - The War Ministry is charged with the preparation for and conduct of war. They are responsible for ensuring that adequate preparation are always in place and that the Army and Navy should not fall into a state of disrepair. The most senior officer of the Army and the Navy will both be present in the Ministry with their own Staff and shall be present at all policy meetings and meetings with the Czar.
Education - This department will be staffed by a mixture of Clergy and Civil servants, they are charged with delivering a curriculum teaching Mathematics and Science as well as the Holy lessons bestowed by the Church and the Czar.
Foreign - This Ministry is charged with running Russian Embassies overseas as well as the maintenance of information networks. This department is also responsible for negotiation with other states and shall work closely with the Ministry of Trade.
Trade and Infrastructure - This new Ministry is tasked with ensuring that Russia is seeking to trade in its valuable commodities whilst protecting vulnerable domestic markets. This Ministry will also ensure that Russia possesses the infrastructure needed to do as much, primarily the expansion of railways and the modernisation of Port facilities. The Ministers of this department will consist of Nobles and Merchants.
Treasury - The Treasury is responsible for the collection of taxes, duties and tariffs. The Treasury also allocates funding to other departments based on the Czars policies and directives.
Policing - The Gendarmes are included in the large department. They are tasked with both clandestine activities and the day to day enforcement of law, order and peace in the realm.
Justice - This department is charged with formalising the Czars decrees into practical and workable laws. They are also responsible for prosecution and all other court activities.
These Offices will be headed by a Senior Minister, appointed by the Czar.
The Offices will include 4 Junior Ministers, appointed in the same manner as Senior Ministers.
These ministers will act in support of the senior minister and shall specialise in the administration of certain departmental responsibilities.
Each Ministry will send weekly reports to the Imperial Office of the Czar as well as the weekly Cabinet meeting where Senior Ministers will present themselves to the Czar.
The Ministries will make quarterly financial reports to both the Czar in order to show that they are making efficient use of state funds.
