Belgium calls for a congress on matters of trade with all European nations (and Russia) to be held in the City of Brussels to discuss the creation of a Europe wide free trade zone.

As Foreign Minster Jean Anthony welcomes the Russian delegate and offers him a glass of rum. Jean waits patiently for other nations to arrive, whilst mumbling something about the lack of good Russian vodka in Brussels.

The Spanish ambassador is delegated by the government to attend as an observer of developments of the conference. A communique will be issued to the First Secretary of State regarding developments and any future negotiations with any bloc formed.

Massimo D'Azeglio, Foreign Secretary will be in attendance. However it is made very clear that Italy has not properly assessed its economic situation, and protectionism in some cases could be the safer option until the Liberal state asserts itself properly.
