Delegations from the Austrian Empire and the Kingdom of Italy had recently met at the Castle of Salzburg to discuss matters concerning border tensions between the two powers. After many months of heated debate the following treaty has been agreed by both Vienna and Turin. The Treaty of Salzburg will come into being once singed by the Heads of States of both Austria and Italy
The Treaty of Salzburg
In signing the Treaty of Salzburg both the Empire of Austria and the Kingdom of Italy promise to recognise their negotiated understanding of the Venetia question.
Clause one: Arrangements concerning the reposition of the Austro-Italian border
The current Austro-Italian border, which runs from Switzerland in the North to the Adriatic in the South, will be adjusted accordingly:
I). The old Austrian border shall be moved north-east towards the Austrian interior. In doing so it shall come to rest along the new agreed lower Alps border line, suggested by Austria, and approved by Italy. As a result, the Empire of Austria shall willingly cede the prior agreed areas of Austrian Venetia, including its regional capital, the City of Venice, to the Kingdom of Italy.
II). The Austrian Empire shall hence forth renounce its claim to the territories ceded to the Kingdom of Italy under this Treaty
Clause two: Arrangements concerning the reshaping of control over the Istrian peninsular
Austro-Italian tensions concerning control of the Istrian peninsular are also to be settled on the singing of the Treaty of Salzburg
I). The Austrian Empire shall on this day cede South Istria to the Kingdom of Italy, and in doing so renounce its claim
Clause Three: The Südtirol Question
The Südtirol, or Trentino, question, shall be settled at a second meeting at Salzburg five years from now. The Südtirol, or Trentino, question, has already, however, been agreed upon by the Powers concerned, and on signing this treaty both the Austrian Empire and the Kingdom of Italy promise not to alter that agreement.
I). In five years time the new Austro-Italian border agreed under Clause one will be adjusted further, this time along the German-Italian Language border within the Alps.
II). The regional capital, the city of Trento, will, with the signing of this treaty, and the positioning of the Austro-Italian border along the German-Italian Language border, be ceded to Turin.
Clause Four: Arrangements concerning Austrian and Italian citizens
All Austrians who, after the signing of this treaty, find themselves under Italian rule must be granted the following to ensure that they are treated as equal citizens
-Freedom to speak the German Language
-Freedom to continue exercising their German culture and heritage in the arts, in traditional dress, in traditional cuisine etc.
-Freedom to still consider themselves as Austrian in and on all formal documents and walks of life
-Freedom to fly the Austrian flag, or any traditional Austria flag, in their local communities
-Freedom to leave the Kingdom of Italy should they so wish
-All Italians who remain under Austrian governance shall be allowed the same rights as those Austrians under Italian governance, as stated in Clause IV
Clause Five: Italian Political Prisoners in Austria
All Italian Political Prisoners held by Austria shall be allowed to return to their homeland
Clause Six: Arrangements concerning the sharing of interests between the Empire of Austria and the Kingdom of Italy in the Adriatic Sea
I). The Royal Austrian and Italian Navies will establish greater relations and come to an agreement concerning the Adriatic sea
II). 15 nautical miles from the coast shall be considered the sovereign territorial waters of each of the great powers respectively
III). Both the Empire of Austria and the Kingdom of Italy agree to cooperate over all matters concerning the greater Adriatic sea from trade to naval matters
