By decree of Czar Nikolai Pavlovich:
A new rail line is to be constructed between Moscow and Smolensk.
The department of Trade and Infrastructure will be responbile for planning and financing this great endeavour. The line will pass through as many large towns as possible without considerably lengthening the route. A station shall be constructed in each town.
The engineers involved in the Moscow to Saint Petersburg line will be accompanied by a cadre of new engineers who shall form the first year of students at a new engineering acadey to be constructed in Smolensk.
This line will be fully funded by the state, where the state leads, private industry will follow. In a speech to aristocrats and merchants the Czar talks of the British government expeditions to India leading the way for companies like the East India Company to follow. Much like the first ships to the Americas were funded by the Spanish and Portugese crowns.
